Changes to the 1533 Sanctions List and to the United Nations Security Council Consolidated List

The Chair of the Security Council Committee established pursuant to resolution 1533 (2004) presents compliments to the Permanent Representatives and Observers to the United Nations and wishes to convey the following: 

On 20/02/2024, the Committee approved the addition of the following six (6) entries specified below to its Sanctions List of individuals and entities subject to the measures imposed by the Security Council and adopted under Chapter VII of the Charter of the United Nations. 

  • APOLLINAIRE, HAKIZIMANA
  • AHMAD MAHMOOD HASSAN
  • MICHEL RUKUNDA
  • MOHAMED ALI NKALUBO
  • WILLIAM AMURI YAKUTUMBA
  • WILLY NGOMA

Changes to the 1970 Sanctions List and to the United Nations Security Council Consolidated List

On 31 January 2024, the Security Council Committee established pursuant to resolution 1970 (2011) concerning Libya decided that the following individual is no longer subject to the travel ban measure imposed pursuant to paragraph 15 of resolution 1970 (2011).  The following individual continues to be subject to the asset freeze measure pursuant to the relevant resolutions:

Changes to the 1267 Committee Sanctions list and to the United Nations Security Council Consolidated List

On 14 December 2023, the UN Security Council Committee, pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida and associated individuals, groups, undertakings and entities, approved the addition of the entries specified below to its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) and adopted under Chapter VII of the Charter of the United Nations.
   
The update to the lists mentioned in the subject above was made on 14 December 2023.

On 19 December 2023, the UN Security Council Committee, pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida and associated individuals, groups, undertakings and entities, approved the addition of the entries specified below to its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) and adopted under Chapter VII of the Charter of the United Nations.
   
The update to the lists mentioned in the subject above was made on 19 December 2023.

The United Nations Security Council Subsidiary Organs Branch (the Secretariat) automatically conveys updates to the Committees’ lists and to the United Nations Security Council Consolidated List, to States, regional and sub-regional organizations, and private entities/individuals by e-mail shortly following updates made to the Lists. 
     
On 8 December 2023, the Security Council Committee established pursuant to resolution 2653 (2022) – Haiti- approved the addition of 4 entries to its Sanctions List of individuals and entities subject to the measures imposed by the Security Council and adopted under Chapter VII of the Charter of the United Nations
.

On 21 October 2022, the United Nations Security Council adopted resolution 2653 (2022), which contains changes to the Lists.

On 5 October 2003, the United Nations Security Council adopted resolution 1518 (2003), which contains changes to the Lists.

On 21 July 2023, the Security Council Committee, pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al‑Qaida and associated individuals, groups, undertakings and entities enacted the amendments specified with strikethrough and underline in the entries below on its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021), and adopted under Chapter VII of the Charter of the United Nations. 

The update to the lists mentioned in the subject above was made on 21 July 2023.

United Nations Security Council ISIL (Da’esh) and Al-Qaida Sanctions Committee Removes Two Entries from Its Sanctions List | 05 June 2023


On 5 June 2023, the Security Council Committee, pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al‑Qaida and associated individuals, groups, undertakings and entities removed the entries below from the ISIL (Da’esh) and Al‑Qaida Sanctions List after concluding its consideration of the de-listing requests for these names submitted through the Office of the Ombudsperson established pursuant to Security Council resolution 1904 (2009), and of the Comprehensive Reports of the Ombudsperson on these de-listing requests.

Therefore, the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) and adopted under Chapter VII of the Charter of the United Nations no longer apply to the entries.

On 2 June 2023, the United Nations Security Council Committee, pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al‑Qaida and associated individuals, groups, undertakings, and entities approved the addition of the entries specified below to its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) and adopted under Chapter VII of the Charter of the United Nations.
