FREEZING OF ASSETS HELD BY DESIGNATED PERSONS AND ENTITIES SUBJECT TO THE SYRIA (RESTRICTIVE MEASURES)
(OVERSEAS TERRITORIES) ORDER 2011
 
Tortola, British Virgin Islands – 17 October, 2011 –The British Virgin Islands Financial Services Commission (the “FSC”) wishes to advise the general public, including all regulated and other persons that they are required to comply with the requirements of The Syria (Restrictive Measures) (Overseas Territories) Order 2011 (the “Order”).
 
The Order came into force on 15 July 2011, and was made as a result of the European Union in Council Decision 2011/273/CFSP on 9 May 2011, and implemented in the European Union Council Regulation (EU) No. 504/2011 adopted on 10 May 2011, calling upon member states to introduce arm embargos, a ban on internal repression equipment and restrictions on the admission to the Union, and freezing of funds and economic resources, of certain persons and entities responsible for the violent repression against the civilian population of Syria. 
The measures in the Order include a prohibition on the supply and delivery of arms and related material, the freezing of the funds and economic resources and a prohibition on making funds and economic resources available to person and entities listed in Annex II to the Council Regulation (EU) No. 504/2011. The Order is extended to the Virgin Islands by virtue of Schedule 1 of the Order.

Commander of the army’s 4th Armoured Division, member of Baath Party Central Command, strongman of the Republican Guard; brother of the President Bashar Al-Assad; principle overseer of violence against demonstrators.
3.      Ali Mamlouk
